Changing the IP on your computer can be done in many ways — from router reboot to proxies. The question is why you need it and how fast. Rebooting the router often gives a new address, but not guaranteed.
VPN changes IP for all traffic but is slower than a proxy and does not always suit apps that need their own address. A proxy is flexible: you change the address only for needed apps or the browser.
Changing IP in Windows through a proxy is simple: network settings → proxy → enter address and port. Or use a browser extension. For scripts — a proxy API, one request and a new address.
The main rule: choose the method for the task. One-off — router or browser proxy. Constantly at work — proxy with API and rotation.
